Article 4 dealing with the process of Amendments to the Constitution. Comments and constructive criticism is welcome.

ARTICLE 4: AMENDMENTS TO THE CONSTITUTION
Section 1: Phase 1 of the Amendment Process
1. An amendment can only be proposed if there is a need for it.
2. To propose an amendment, one must gain five signatories from other members to agree to support this Amendment.
3. The Amendment is sent to the Regional Government

Section 2: Phase 2 of the Amendment Process
1. The Regional Government is required to read and debate on the Amendment
2. The Officers are allowed to propose their own changes to the Amendment to better word it. It requires 5/8 to approve the change.
3. Out of all the Officers, three-fourths must agree to the Amendment. If this is accomplished, the Amendment is sent to the other members.

Section 3: Phase 3 of the Amendment Process
1. Members are required to review over the Amendment. It is encouraged that they express their own opinions on it.
2. Members are allowed to propose their own changes to the Amendment as well. It requires a simple majority to approve the change.
3. Out of EVERY member (this includes Officers as well), two-thirds must agree to the change. If this is accomplished, the Amendment is added to the Constitution
